The Fayette
County Board of Commissioners is involved with the following county
agencies: Tax Assessment

dependent children and their families.
The goal of Children and Youth Agencies is to ensure for each child
a permanent, legally assured family which protects the child from abuse
and neglect. The following

intervention, placement services, foster care, reunification plans,
adoption, independent living training, and educational programs.
FCCYS
also provides contracted counseling services for children who have been
abused, for perpetrators of sexual abuse and domestic violence, and
supports a delinquency prevention program, and family preservation
program.

PURPOSE:
Our mission is to help people who are economic, cultural, physical,
educational, or age disadvantaged to secure the opportunities needed for
them to remain or become self sufficient.
We believe this can be accomplished through stimulating,
mobilizing, focusing and efficiently managing state, federal, local, and
private resources to help people to obtain the necessary knowledge,
information, motivation, or the basic necessities of life.
This requires that we assist communities and institutions to be
more responsive and attentive to the needs and interests of disadvantaged
residents. By investing in
the human resources of our communities, creating economic and social
opportunities through organizing, advocating, coordinating, participating,
and service, responsible and cooperative communities of caring which
recognize the human dignity of the individual so that every member of the
community has the same opportunity for self sufficiency will result. A critical part of our success will be our ability to teach
the skills of organization, advocacy and self help so that the people we
serve are empowered to speak and help themselves.
SERVICES:
INFORMATION AND REFERRAL: This
program links people who may have family, personal or community-related
problems to resources and services, located in Fayette County and the
surrounding area, that may help with these problems. Through the assistance of a computerized information system
listing over 600 human and social services, the professional staff are
able to connect the caller with the most appropriate agency for their
need. The service is free and
confidential and available to anyone.

AGING
PROGRAM - Centers offer various recreational opportunities and activities
to stimulate and educate. Meals
are served daily at the Senior Centers and delivered daily to those
seniors who are unable to come to the in centers.
There are centers located at Bullskin Senior Center 887-0655, East
End United Community Center 437-1660, Fairchance Senior Center 564-0600,
Mountain Senior Center 329-4260, and Uniontown Senior Center 437-6050.
IN
HOME SERVICES: Provides hands-on personal care to people 60 years of age or
older in Fayette County allowing individuals to live in their own homes as
independently as possible. Personal
care activities such as bathing, grooming, ambulating, meal preparation,
feeding, dressing, toileting, and personal hygiene are provided by trained
workers and overseen by a manager.
Second
Family Care Home is a licensed Personal Care and Domicillary care home
located at 125 South Mt. Vernon Ave., Uniontown PA
Adult
Daily Living Center at 910 First Street, Hiller, PA offers services to
functionally impaired people who are 60 years of age or older..
BROWNSVILLE
SOUP KITCHEN: The Brownsville
Soup Kitchen provides free meals for the hungry.
Phone number is 785-6731 and the hours are Monday through Friday,
10:30 a.m. to 12:00 noon. The
Soup Kitchen is located in the basement of the Borough Building in
Brownsville.
ADULT
EDUCATION SERVICES: A variety
of classes are available for adults.
The State Adult Literacy (SAL) program provides one-on-one and
group tutoring to students on a 0-3 grade level.
Volunteer tutors provide the students with reading, math, and
computerized lessons. The
Adult Basic Education (ABE) and General Educational Development (GED)
programs for studetns seeking a GED diploma, basic remediation, computer
skills, life and parenting skills, and employability skills that include
resume writing and job search techniques.
In addition, the Fayette County prison offers both ABE and GED
educational programs as well as some counseling and computer education.
Recently, they started publishing a prison newspaper to enhance
writing and art skills. The
Supported Work program is a welfare-to-work program that provides job
readiness, life and parenting skills, and GED preparation.
FOOD
BANK: The Food Bank, located
at 119 North Beeson Ave., is the central receiving, storage and
distribution warehouse in Fayette County.
Food products are distributed through local volunteer food pantries
where residents can receive a 3-5 day emergency supply of food for a
family. Residents of Fayette
County who meet 150% of federal poverty guidelines can receive a package
of government surplus commodities (butter, flour, honey, pork & beans,
etc.). "FoodShare"
is a self-help food program offered to all local residents regardless of
income. For $15 plus 2 hours
of community service, anyone can receive groceries valued at $30 or more.
Volunteer opportunities include:
food drives, fund raising events, clothing bank, and outreach.

HOUSING
SERVICES: The housing department addresses the needs of Fayette
County's homeless and near homeless by offering a variety of housing
related services. The
following services are provided by the Housing Department:
rent, security deposit payments, utility and mortgage assistance to
persons facing eviction, delinquency foreclosure or have no permanent
living arrangement; case management services, budget counseling, housing
counseling, and transitional shelter.
Rural Development assists clients with loans, grants and home
repairs. Homeowners Mortgage Assistance Program/Pennsylvania Housing
Finance Agency processes applications for delinquent mortgagors to prevent
foreclosure. First Time
Homebuyers Education teaches potential homebuyers the fundamentals in home
purchases. Community Housing
Resource Board targets fair housing issues to eradicate housing
discrimination which exists in this county.
Energy Education, energy usage reduction methods, application
assistance for Dollar Energy Fund Programs, FEMA utility and Customer
Assistance Programs.
RENT
REBATE: Service is offered
until June 30 at the Uniontown Senior Center by appointment only.

TRANSPORTATION: Specialized transportation offers a means of independence for
medical appointments, social service activities, therapy, education and
hospital appointments. There
are hydraulic lift equipped vans for residents with special needs.
VOLUNTEER
INCOME TAX ASSISTANCE (VITA): Offers
free help to persons needing assistance in filling out their federal and
state tax returns. The
service will be performed by volunteers trained and certified by the IRS
to prepare simple tax returns in order to assist senior citizens,
low-income families, and handicapped individuals.
Participants should bring their tax packages which they received
through the mail with the pre-addressed label.
Also, bring wage and earnings statements from employers, other
financial statements from the past year, interest statements from the
bank, and a copy of the return which they filed last year.

WOMEN,
INFANTS AND CHILDREN (WIC): The
WIC Program focuses it's attention on the needs of at-health-risk
participants who are mothers to be, breastfeeding and non-breastfeeding
mothers infants, and children up to age 5.
Along with health screening the WIC program offers information on
nutrition education, breastfeeding, diet planning and counseling services.
The healthy development of children is our primary goal.

FCCAA continues this strong tradition via the new Family Service

COMMUNITY
ACTION MEDICAL SERVICES (CAMS):A health center providing comprehensive
primary health care for the entire family.
CAMS was founded to provide quality, affordable health care to all

child-rearing activities.
THE
TECHNOLOGY CENTER: A computer
bank providing many residents with the opportunity to discover the world
of high-tech tele-communications. The
center provides a host of educaional oppor-tunities, including computer
assisted adult education and literacy, employment readiness, and exposure
to a wealth of information available via the Internet.

To work with the planning and zoning offices to assure the proper
use of hazardous lands, such as floodplain areas and the location of SARA
facilities. Preparedness:
Planning how and when to respond in case an emergency or disaster
occurs and working to increase resources available to respond effectively.
TO SAVE LIVES AND MINIMIZE DAMAGE PLANS: SARA, DAM, EBS, MASS, CARE, EOP, etc. Equipment: The
County Emergency Management maintains a very detailed resource book of
available equipment it can utilize in the time of an emergency. This includes that owned by the county as well as private and
public. It is continually
being updated. Response:
Which follows the occurrence of a disaster to provide emergency
assistance to victims and reduce the likelihood of a secondary damage;
fire, police, EMS, Emergency Management, etc.
Recovery: Continues
until all systems return to normal or near normal.
Can be short-term or long-term.
The County Emergency Management Agency is the link between the
local governments and the State and Federal government.
On the county level, the Agency coordinates with the State and
Federal Officials for a declaration after a disaster has occurred for aid
whether from the President, Governor, or both.
During a disaster, if funds are needed for supplies, food, etc.,
funds may be approved by the Commissioners to cover such expenses.
The Fayette County Emergency Management has an Emergency Operation
Staff (EOC) which is comprised of 22 people which are trained in various
areas to work in disasters.
